Ilya Espino de Marotta becomes first female Administrator of the Panama Canal

Engineer Ilya Espino de Marotta assumed the role of Panama Canal Administrator this week for the 2026–2033 term. The inauguration ceremony on 7 Sepember formalised the orderly transition of the Administration and the start of a new leadership era for the institution. With over four decades of service, Espino de Marotta becomes the first woman to hold the Canal's top executive position.

“Forty-one years ago, I arrived to learn,” said new Administrator Espino de Marotta. “Today, it falls to me to lead, but my conviction remains exactly the same: to serve Panama with honesty, discipline, and profound respect for the institution.

“My commitment will continue to be to efficiency, transparency, and ethics, because every dollar we manage in this Canal is a dollar that belongs to Panama, and we will treat it as such,” she added, concluding: “I accept this appointment with a deep sense of duty and absolute confidence in the people who make the Canal possible every day.”

Engineer Espino de Marotta assumes the Administration following a career spanning the Canal’s technical, operational, and executive areas. She began her career in 1985 as a marine engineer—and the only female engineer—at the shipyard of the then-Industrial Division. She subsequently worked in the Dredging Division’s Engineering Section, the Engineering Division’s Mechanical Engineering Section, and the Accounting Division, where she served as a valuation engineer. She also served as coordinator of the Maritime Operations Department’s Investment Program, was part of the Canal Master Plan Coordination team, participated in the Program Development Office, and served as Executive Manager of Resource Administration and Project Control.

She subsequently served as Executive Vice President of Engineering and Program Management, playing a pivotal role in the execution and completion of the Expansion Program—one of the most significant engineering and management projects ever undertaken by Panama. Following the completion of this task, she served as Vice President of Operations and, in 2019, was appointed Deputy Administrator of the Panama Canal, a role she assumed on January 1, 2020. In January 2024, she was also named the Panama Canal’s first Chief Sustainability Officer.

The inauguration ceremony took place at the Administration Building and was attended by the President of the Republic, José Raúl Mulino; the Minister for Canal Affairs and Chairman of the Board of Directors, Jose Ramón Icaza; members of the Board of Directors; outgoing Administrator Ricaurte Vásquez Morales; national officials; and staff members.

“With this inauguration, Panama demonstrates once again that it knows how to transition leadership of its most important asset based on solid governance, clear rules and processes, and institutions that work,” stated Minister Icaza. “Let all Panamanians take pride in our Canal. Let us support the new Administrator’s tenure,” he added.

The Administrator will be responsible for executing the 2025-2035 Strategic Vision. This roadmap aims to ensure water security, enhance operational reliability and resilience, diversify Canal services, and cement Panama’s position as a world-class logistics, maritime, and energy hub.

Key initiatives include the development of the Río Indio reservoir, new port terminals on the Atlantic and Pacific coasts, and the creation of energy and logistics corridors. These projects seek to expand the institution's capabilities and revenue streams, strengthen the route's competitiveness, and increase the Canal's contribution to the country's economic development.

The new Administrator is a marine engineer and Texas A&M University graduate who holds a master's degree in Engineering Economics from Santa María La Antigua University. Her background includes executive programs at INCAE Business School and Northwestern University’s Kellogg School of Management, as well as a Project Management Professional (PMP) certification from the Project Management Institute.

The Panama Canal Authority says Engineer Espino de Marotta’s inauguration marks a new chapter in the history of the Canal and reinforces the continuity of an institution “built on merit, experience, and the orderly succession of its leadership. With this transition, the Canal enters a new phase focused on preserving its strategic role in global trade and expanding the benefits it generates for Panama.”
